"Le mandat d'arrêt européen est fondé sur le principe de la reconnaissance mutuelle des décisions pénales entre les États membres de l'Union européenne. Il se base donc sur l'idée que tous les États de l'UE ont un système judiciaire respectable et juste, et à ce titre toute latitude leur est laissée pour juger selon leurs propres règles de droit. Selon ce principe, "lorsque l'autorité judiciaire d'un État membre demande la remise d'une personne, soit en vertu d'une condamnation définitive, soit parce que cette personne fait l'objet de poursuites pénales, sa décision doit être reconnue et exécutée automatiquement sur tout le territoire de l'Union." "This report examines, explains and critiques a number of large-scale EU information systems currently being planned or built that will significantly extend the collection and use of biometric and biographic data taken from visitors to the Schengen area. In particular, it examines new systems being introduced to track, analyse and assess the potential security, immigration or public health risks posed by non-EU citizens who have to apply for either a short-stay visa or a travel authorisation – primarily the Visa Information System (VIS), which is being upgraded, and the European Travel Information and Authorisation System (ETIAS), which is currently under construction."
